EU Directive 2011 proposal

The European Union passed a Directive on occupational exposure in 2004 that would have implemented the ICNIRP 1998 values.  In 2008, however, they delayed the implementation so that the Directive could be revised.  In 2011, the Commission have issued the proposed replacement.  This now has to go through a process of debate and approval in the European parliament and the Council.

The proposed Directive introduces a distinction between "safety" effects (effects in the central nervous system of the head), and "health" effects (including the peripheral nervous system as well).

The proposed values at 50 Hz are:

Exposure Limit Value
for health

0.8 V/m

Exposure Limit Value
for safety

0.1 V/m

Action Value
(for health effects)

20 kV/m

13.32 mT

Orientation Value
(for safety effects)

10 kV/m

1 mT
