PHE is Public Health England, formerly HPA, the UK's Health Protection Agency.
HPA's website gives a commentary on WHO's Environmental Health Criteria on static fields, which concludes:
"The HPA welcomes the publication of this extensive and authoritative contribution to the assessment of the health impact of exposure to static electric and magnetic fields."
Two HPA reports in 2004 surveyed the scientific evidence on EMFs and made recommendations for exposure limits, both including static fields. HPA recommended that the UK follow the ICNIRP exposure guidelines - see more on exposure limits for static fields.
A further report by HPA's Advisory Group in 2008 looked at the evidence on static fields, with a particular focus on the strong magnetic fields as found in MRI machines and similar devices.
