National Policy Statement on Electricity Networks

The UK Draft National Policy Statement for Electricity Networks Infrastructure (EN-5) was published on 9 November 2009 and contains a section on EMFs.

The National Policy Statements (NPS) guide the new Infrastructure Planning Commission (IPC) on when to give consent to new developments.  It sets out Government policies; the IPC then judge applications agianst these policies.

EMFs are covered in Section 2.9.  The NPS proposes that new power lines should comply with the ICNIRP basic restrictions for any residential accommodation along the route of the line.  Lines at 132 kV and below are automatically assumed to comply whereas evidence is required for lines at 275 kV and 400 kV.  Lines should have optimal phasing wherever possible and practicable.  Re-routing lines or placing them underground is unlikely to be proportionate solely on EMF grounds.

These proposed provisions closely reflect the Government statement of policy given in response to SAGE.
